Constructed in 2004, the Numazu Port Water Gate with Observatory "View-O" is a large scale flood gate that forms part of tsunami defense measures that have been established to prepare against a potential Tokai earthquake in the future. With a width of 40m, height of 9.3m and weighing 406t, the main body of the gate designed to shield against the waves of a tsunami is amongst the largest in Japan; triggered by control equipment linked to a seismometer, it will automatically shut fully within 5 minutes in the event of an earthquake. The water gate has also an observation facility 30m above ground level, from where visitors can enjoy clear views of Mount Fuji, the Hakone Mountain range, the Numazu Alps, and Cape Osezaki jutting out into the Bay of Suruga. Additionally, visitors are able to get a close-up look at the vibrant fish market, passing ships, and also the winch of the flood gate.

By night, illuminations further accentuate the presence of the flood gate as a symbol of Numazu Port and driven both by the deterioration of the existing fixtures as well as the desire to achieve energy savings, in January 2025 the city authorities carried out works to update the lighting installation to LED fixtures. When proceeding with the renovation works, the LED floodlights were installed in advance on-site to assess their color in detail, with comprehensive tests and experiments being conducted to verify the lighting positions with consideration for avoidance of light spillage into neighboring residential areas; the satisfactory conclusion of these tests then led to the implementation of full color changing LEDioc FLOOD FULL-COLOR floodlights, which can faithfully reproduce a broad spectrum of colored light. Connecting the entire system with a DMX controls system, finely tuned display arrangements have been made possible through combining effects and techniques such as light and shade contrast, gradations, and flickering effects; one such arrangement was unveiled during a lighting ceremony held in January - a custom opening ceremony display pattern matching the music of "Thus Spoke Zarathustra", famed also for featuring in the movie "2001: A Space Odyssey". With a weekday arrangement running Mondays to Thursdays, a weekend arrangement on Fridays, a holiday arrangement on Saturdays and Sundays, a Christmas arrangement through December, and a cherry blossom themed arrangement from March to April, and with a further displays in key colors to commemorate events and awareness-raising campaigns, a broad spectrum of lighting displays and arrangements can be enjoyed throughout the year.

The vibrancy of the colors produced by the LED lighting has been well received by visitors, with feedback including comments acclaiming as beautiful the changes in color and gradation. With the displays operating daily from 17:00 to 22:00, it is hoped they will provide a positive contribution towards the lively nighttime setting of Numazu Port and help it to become even more of a tourist hotspot for visitors to enjoy the charms of Numazu.
