Located on the South East of Lake Biwa and only 20 minutes away from Kyoto and 50 minutes away from Osaka by train, the city of Kusatsu provides a blend of beautiful natural scenery with the convenience of city life, to create a thriving place where the population continues to grow. Regularly featuring highly amongst lists of 'Most livable places', the city continues to move ahead with urban planning designed to facilitate a healthy and happy lifestyle.

Working towards the twin goals of achieving energy savings and of maintaining safety for its road and pedestrian users alike, in April 2023 the city of Kusatsu embarked upon a sweeping changeover program of all street lighting within the city, which saw a total of around 1000 street luminaires upgraded to LED via a leasing arrangement, with maintenance and upkeep grouped together and covered under a ten year term. Carrying out the works through such an arrangement delivered major cost efficiency benefits through the limiting of initial outlay, and savings achieved from widespread reductions in consumption and running costs. In terms of the design, layout and color temperature selection of the luminaires and LED lamps of the scheme, the focus was upon safeguarding the safety of pedestrians and drivers alike, whilst also maintaining illuminance levels on a par with the existing installation and also remaining faithful to its surrounding environment.

* The lease arrangement is a contract in which various costs and repair costs required for conversion to LED are paid at a fixed amount.
