Add to My ListThe Shimonogami District Infrastructure Development Project in the town of Okuma, located in the Hamadori region of Fukushima Prefecture, is one of the initiatives geared towards the revitalization of an area severely impacted by the Great East Japan Earthquake of March 2011 and the subsequent nuclear disaster caused by it. After the evacuation orders issued for the whole town in the wake of the earthquake forced many residents to spend extended periods living away from their homes, 2019 and 2020 saw orders start to be lifted in some areas, and further evacuation orders were lifted in 2022 for the area around JR Ono Station, and other designated reconstruction and revitalization base areas such as the Shimonogami district. Presently the development and preparation of living environments and infrastructure is progressing incrementally under ongoing efforts to create environments conducive to returning residents and new settlements. As part of these efforts the reconstruction of safe and secure foundations for living, and the creation of a future-facing new town, are underway in the JR Ono Station and Shimonogami districts; in addition to the development of housing, roads, and public facilities, efforts are also being undertaken to ameliorate the overall convenience and comfort of the entire area.
Aiming to ensure its reconstruction efforts were carried out in an environmentally mindful manner, the municipality of Okuma announced its "Okuma 2050 Zero Carbon Declaration" in February 2020, subsequently followed by its "Zero Carbon Vision" in February 2021 which establishes the firm guidelines for the declaration. The "Shimonogami District Smart Community" is being developed under this vision as a pioneering zone in the drive towards a decarbonized city, with sustainable and efficient energy usage promoted via the utilization of solar power generation and storage batteries, and the construction of an energy-managed local production and consumption system for renewable energies.
An appreciation of and careful consideration for the characteristics of individual sites such as public spaces and roads, has seen the installation of a variety of LED lighting fixtures to provide the exterior lighting across the area, with fixtures including unis Flat and unis Flare pole top luminaires, LEDioc ROAD streetlights, and LED Solar Lights. In addition to major contributions towards reductions in environmental impact thanks to the energy saving performance of the new lighting scheme, improved convenience is also provided through the unis Flare luminaires, equipped with the Wi-CONNECTY wireless controls system which enables dimming via smartphone. Adding to the scheme, submersion-resistant solar powered LED luminaires have been installed in appropriate locations to provide functionality in the event of flooding. Bathed in gentle LED light, the area is not merely looking towards post-earthquake reconstruction but also beyond, towards the establishment of an environment for people to live with peace of mind for the future, where residents can gather again to nurture the return of peaceful everyday life in the area.
