A vast site of more than 60ha, Toneri Park is a relaxing space where one can enjoy spreading skies and diverse nature in spite of its metropolitan location. With a barbecue area, various open spaces, ponds, and other natural areas, as well as sports facilities including an athletics field, tennis courts, and a baseball field, the park is a popular with many as a place for sports and recreation. The athletics field located on the west side of the park is a genuine athletics field officially recognized as Class-3 by the Japan Association of Athletics Federations (JAAF), with a 400m track and stands with the capacity for 5000 spectators. It has a natural grass field on its inside that can be used for a variety of purposes, including track, jumping and throwing events, soccer, rugby, and athletics meets, etc., and is also open to the general public.

In response to requests from a variety of quarters, the Tokyo Metropolitan Government carried out work on the nighttime lighting equipment in September 2018, installing new night-game lighting. LEDioc FLOOD DUELL 830W type high-power LED floodlights were installed on lighting towers reaching 40m above the ground, ensuring an average of 200ℓx, which is Category Ⅱ (general competition level) of the JIS standards. The athletics field is illuminated by power-saving LED lights, creating a bright, uniform, and pleasant visual environment. Due to the surrounding area including residential homes, light-bleed has been taken into account and shading louvers installed on some of the LED floodlights. Another feature of the system is that it has a lighting pattern that turns on only one lamp per lighting tower in case of use as heliport lighting.

The adoption of LED lighting is expected to contribute to the promotion of power saving in the entire facility through such benefits as a reduced load on the emergency generator, and also lead to improved convenience by allowing nighttime use.
