Situated in the Nanyo region of Ehime Prefecture, Ozu City is a city where history and nature coexist in harmony, also referred to by some as "the Little Kyoto of Iyo". Surrounded by mountains and with the clear waters of the Hijikawa River flowing through its center, the city sees a rich natural environment existing side by side with the quaint old townscape of what was a flourishing castle town during the Edo period. Gracing the nature, culture and life of Ozu as it flows through its center, the Hijikawa River is said to have derived its name from its curved, elbow-like shape, originating in Seiyo City, passing through Nagahama and eventually flowing into the Iyonada Sea.

As part of an urban development project geared towards heightening its appeal as a destination for tourism, and creating pedestrian spaces for residents and visitors alike to enjoy in comfort and safety, Ozu City has installed a decorative lighting scheme along the riverside promenade of the landscaped embankment, from where a view of the main tower of Ozu Castle can be enjoyed in the distance. In order to harmonize with the surrounding scenery which includes the atmospheric town as a backdrop to Ozu Castle and Garyu Sanso Villa, the embankment was constructed from diabase mined within the city, and features white plaster walls, a tiled roof, and clapboard siding on top; the resulting design successfully combines functionality together with consideration for the surrounding landscape.

The light that illuminates the landscaped embankment is provided by compact, full color changing LEDioc FLOOD NEO FULL-COLOR floodlights mounted directly below the tiled roof, along the white walls. Their gentle light works in harmony with the streetlights illuminating the Ozu townscape, combining to highlight the entire bank beautifully and create an attractive nightscape. The goal is to create a riverside landscape where the different expressions of the Hijikawa River can be enjoyed with a sense of seasonality, using cooler colors in the spring and summer months, and warmer colors through the fall and winter.
