Managed by the Tokyo Metropolitan Government, Hibiya Park is a modern Western-style park which was the first of its kind in Japan at the time of its opening in 1903; spanning an area of approximately 16 hectares and furnished with a variety of facilities such as fountains, ponds, and an outdoor music hall, it is also a place where people can enjoy seeing a variety of flowers throughout the seasons. Located adjacent to districts filled with offices and government department buildings, it has long been cherished by many as an oasis of serenity in the heart of the city. In preparation for the 130th anniversary of the opening of the park in 2033, the "Tokyo Metropolitan Hibiya Park Regeneration and Development Plan" was formulated by the Tokyo Metropolitan Government in 2021. The plan envisions the park being passed onto future generations of the city, having evolved into one that is truly open and accessible to everyone, of any age, gender, background, or physical capability. The "Barrier-Free Hibiya Park Project" put together in 2023 represents a key part of this, and is in the process of being implemented in stages; completed in September 2024, the first phase of construction saw refurbishments of the area around the second flower bed result in the park opening up as a Green Field where visitors can freely enter the lawn area.

By removing steps and widening pathways the plaza has been made barrier-free and has been revitalized as bustling yet comfortable space where visitors can relax in peace. The LED luminaires selected to illuminate the garden paths around the Green Field retain the aesthetic feel of the streetlights originally installed in the park, ensuring that the landscape benefited not only from ample illuminance levels and energy savings, but also from a sense of visual consistency. With the park developments due to be carried out in a number of stages, the poles have been fitted with Solo Scheduler dimming units with scheduling functionality, allowing for the brightness of the streetlights to be adjusted individually in response to changes in the surrounding environment, without impacting upon their appearance.

Widely enjoyed as a new urban oasis which hosts numerous events and provides a warm welcome to those who visit, the Green Field and garden paths are bathed in a comforting warm light.
