Completed in May 1937, Midosuji is a grand arterial route spanning 44m in breadth and running from north to south through the center of Osaka. With a beautiful landscape created through being framed by rows of ginkgo trees and buildings of a uniform height lining it, the street is widely cherished by locals as a symbol of the city. A key pillar of Osaka City center and its surrounding routes, control of Midosuji was transferred to the City of Osaka in 2012 with a view to the urban development of it and its surrounding areas under a unified management structure, after previously having been managed and maintained by National Government since 1958. With May 2017 marking the 80th anniversary of its completion, a vision for the future of Midosuji is being formulated with moves towards implementing a reorganization of the road space in progress, having taken in a broad range of views covering areas such as ways of urban development founded on a partnership between public and private sectors, and ways to transition from a car-centric space towards the goal of a people-centric space.

The City of Osaka has undertaken street lighting upgrade works as part of the "National Route 25 (Midosuji) Road Space Reorganization Project" which is currently in progress, replacing the existing HID lighting installed along walkways, auto routes and intersections, with LED lighting which offers large-scale energy savings and reductions in CO₂ emissions. The lighting renovations along the pedestrian walkways saw the installation of luminaires featuring a simple two-headed design in keeping with the history of Midosuji, giving rise to a cohesive scheme which is at one with its surrounding architecture; with an emphasis upon a "Staging of Bustle" and "Experiential Lightness", the goal was to provide lighting that can be "picturesque both by day and by night". The lighting along the auto routes is provided by luminaires which reach 12m in height (light source height at 10m) to give a sense of height and verticality as they soar towards the sky, featuring a simple design to show the crowns of the ginkgo trees in their best light.

The number of landscape elements has been reduced as best possible in sections where combining with markers such as interchanges and traffic signals, and in the interests of cohesion across all streets and routes, the color temperature of the light has been unified in an incandescent color temperature; the color and finish of the lighting columns has also adhered to a harmonized design code wherever possible.
