Spreading out over an overall area of 202.5 hectares, Miki Disaster Management Park is an expansive prefectural park featuring an array of facilities within its spacious grounds, including an athletics stadium, an athletics field, a baseball field, a soccer field, indoor and outdoor tennis courts, and a ground golf area. Alongside its everyday function as a widely enjoyed sporting and recreational hub, the site is equipped to operate in unison with the adjacent disaster prevention center as a disaster prevention base for the wider region in the event of emergencies.

Constructed in 2005, the 20000 capacity athletics stadium features a 9-lane 400 meter track around a natural turf field; designed to be capable of hosting all types of track and field events as well as J League level soccer matches, it is certified as a Category 1 venue by the Japan Association of Athletics Federations. In its function as a disaster prevention base it also has a storage warehouse of around 5000m² incorporated into part of the main stand which is always stocked with emergency rations and disaster relief equipment, and the field area offers the capacity to prepare and distribute these supplies to around 300000 people. Planning towards energy savings through the upgrading of the existing HID floodlights to LED lighting, the lighting improvement works carried out on this occasion saw high output LEDioc FLOOD DUELL floodlights mounted on the catwalk along the rim of the main stand roof (27-31m height), as well as along the middle of the roof (21-25m height) and on the two columns positioned behind the opposite stand (39-45m height); a reduction in the number of installed luminaires has served to further the energy savings achieved through the upgrade to LED.

With the design illuminance adjustable to meet the differing requirements of varying applications such as athletics training (100ℓx), general competition (200ℓx), official training (500ℓx), JAAF Category 1 athletic events (1000ℓx), soccer practice (100ℓx), general matches (200ℓx) and official competition (500ℓx), the lighting scheme is designed to be adaptable to all levels of competition.
